One Utah Health Collaborative Announces Scott Barlow as New Executive Director

Salt Lake City, UT — We are proud to announce that Scott Barlow, a nationally recognized leader in healthcare innovation and value-based care, has been named the new Executive Director of the One Utah Health Collaborative.  

“I am honored to join the One Utah Health Collaborative and excited to work alongside such a dedicated community of partners,” said Scott Barlow. “Utah is uniquely positioned to lead the nation in demonstrating how collaboration, innovation, and accountability can transform healthcare. I look forward to building on the Collaborative’s foundation and showing what we can do when we bring talented people together around a common goal.” 

Barlow brings more than three decades of healthcare leadership to the role, most recently serving as CEO of Revere Health, one of the largest independent physician groups in the western United States. Under his leadership, Revere Health expanded from 40 to more than 425 providers across 115 urban and rural locations in Utah, Nevada, and Arizona. The organization grew to serve over 600,000 patients with more than 2 million annual visits, earning national recognition for its pioneering work in value-based care, technology-enabled delivery, and quality improvement. Revere Health was the first Accountable Care Organization (ACO) in Utah, and in 2018 became the first healthcare organization in the state accepted into Medicare’s prestigious Next Generation ACO program.

Spencer J Cox said. “His experience, vision, and proven ability to bring people together make him the right leader to guide the Collaborative at this pivotal moment. I am confident Scott will help accelerate our statewide efforts to build a healthcare system that delivers better care at lower cost for Utah families.”

Beyond his executive experience, Barlow has been deeply engaged in shaping Utah’s healthcare landscape. He has served on multiple community boards and advisory groups, including the Nebo Education Foundation, United Way of Utah County, Utah Valley Chamber of Commerce, the University of Utah MHA Advisory Board, the Utah Health Information Network (HIE Board), the Utah Digital Health Service Commission, the Intermountain Health Clinical Integration Committee, and the Collaborative’s own Stakeholder Community Board. He has also served nationally with organizations such as the AMGA Value Task Force, Regence BlueCross BlueShield Advisory Board, and the KLAS Board of Directors.  

“The Board of Directors is honored to welcome Scott to lead Collaborative,” said Ryan Morley, Chairman of the Board of Directors for the One Utah Health Collaborative. “He has been serving as co-chair of the Collaborative’s Stakeholder Board for a year and has a clear vision of the Collaborative’s  role  in supporting the Utah healthcare ecosystem in its mission to deliver affordable healthcare for Utahns.” 

Barlow’s appointment marks a new chapter of growth and impact for the Collaborative. With his ability to unite stakeholders, drive innovation, and build trust across the healthcare system, the Collaborative will advance its mission for Utah to have affordable and trusted healthcare that improves the quality of life for all.
